Section One
Facilities and Equipment
1. Under no
circumstances should anyone other than a Kelly’s employee touch the
thermostats, breaker switches or fan in the volley dome. Please ask assistance from a Kelly’s II
employee for assistance in this matter.
During cold months, we ask that persons do not open windows for obvious
reasons leading to heating problems.
2. THERE IS UNDER NO CIRCUMSTANCES, TO BE ANY SMOKING IN THE VOLLEY
DOME, OR ANY GLASSWARE ON THE OUTSIDE DECK OR VOLLEYDOME AT ANYTIME.
3. Children
are allowed and welcomed at Kelly’s II, but must be supervised at ALL
TIMES. If they are
disruptive or unsupervised and it is brought to the attention of a Kelly’s II
employee, a warning will be issued to the team affiliated. If it continues, the team will be forced to
forfeit their match. This is safety
precaution and we do not want any accidents to happen. Please be advised some facilities do not
allow children at all. Persons under the
age of 21 are not allowed after
4. Kelly’s Bleachers
II appreciates and enjoys all of our customers’ business, and we ask that the
customer help us keep our facilities in order by not littering in the dome or
outside deck area. Please clean up after
yourself to help keep volleyball fees at a minimum. We expect good sportsmanship at all times on
the courts and off and reserve the right to penalize any persons or teams for
poor behavior toward the facilities, staff or any other persons in Kelly’s
II. Let’s have fun and try to make this
an enjoyable and competitive league for all who participate.
5. *Children are not allowed in the sand area at
anytime. Children must be seated at all
times. Please understand that safety is our
concern. Several area leagues have a no
children policy, we would like to continue to accommodate as long as the rules
are followed.
6. When playing
inside, if a ball contacts the suspended heaters during a play it shall be
considered a dead ball and a point will be awarded to the opposing team. The
heaters are considered out of play.
7. When playing
inside, if a ball contacts the suspended lights hanging from the ceiling the
play will continue. This is in effect only if the team has contacted the ball
fewer than three times and the ball comes down on the side of the team that
directed the ball into the lights.
Section
Two
Participants

Teams: A team must
consist of at least 2 players (at least one female player with the exception of
men’s quads). In a coed league, when six
players are present, there can only be a maximum of 3 male players. If a team consists of less than 6 players in
a coed league, one more male than female is allowed. There may always be more females than males.
3.
Substitutions: Substitutions are allowed only in the middle
back position when the team has won the serve.
A player arriving late must wait to rotate into his/her correct position
in male female order. Only one player
may rotate in per serving opportunity.
4.
Coed Players
must line up alternating male-female.

Three
Playing
Format – Structure of Play
1.
Match
play will consist of 3 games played to 25 (RALLY SCORE). Each
game will be to 25pts (no cap) using “rally scoring”. 1 point is rewarded on each play (side out
serve). “Let Serve” will be in effect.
The ball on a serve may touch the net and must be played out if it goes
to the other team side of the court.
2.
Service for the first game will be
determined by a coin flip or other suitable method. The winner will decide their choice of serve
or side. Serve and side will be reversed
in second game.
3.
If the first two games take longer
than 45 minutes from the scheduled start of the match, the third game will be
rally point scoring to 15. Game point for rally scoring may result in a
side out and/or win.
4.
During outside games, after one team
reaches 8 points, sides will be changed during the third game only.
5.
Substitutions: Substitutions are allowed only in the middle
back position when the team has won the serve.
A player arriving late must wait to rotate into his/her correct position
in male female order. Only one player
may rotate in per serving opportunity.
6.
In men’s quads there is no rule
regarding overlap (rotating out of turn)
7.
In all leagues, when four players
are present on any team, the server is considered a back row player and may not
attack/spike the ball past the 10-foot line.
8.
When 3 or fewer players are present,
the server may hit in the front row, as the team will gain no advantage.
Section
Four
Playing
Actions
1. A team is allowed 3
contacts to return the ball to the opposite side of the net. The ball may be contacted with any part of
the body. A block does not count as one of the three hits.
2. If more than one
contact is made on one side (other than a block), a female must contact the
ball. (Coed only)
3. A player may cross underneath the net, but if he/she
makes bodily contact with a player on the opposing team and/or interferes with
the opportunity of the opposing to play the ball, play will be dead for a side
out or point.
4. Anytime a player contacts the net (clothing and hair
included) prior to the end of play, it will result in a side out or point for
the opposing team. Anytime the ball hits
the net, forcing it to touch a player, it will be ruled incidental contact and
will not be called.
5. Players may serve
from anywhere behind the serving line, as long as the ball is served within the
side boundary extensions. If the servers foot moves or crosses over the back
boundary line during the serve, it will be considered a foot fault and will
result in a loss of serve. Once a server
attempts to serve he/she must contact the ball for
his/her serve. There is no 2nd
chance.
6. Players must
announce the score of the game before each serve so that both teams can hear
it.
7. Jump serving is allowed only in B/B+/A leagues. A jump
serve is any attempt at service that includes the player serving leaving their
feet.
8. All serves must be
a clean hit to the ball between the forearm and hand and must be an obvious
clean hit to the ball. The ball must be released from the tossing hand before
contact is made.
9. In each league, if
a front row player leaves their feet on the serve to attempt to spike or block
the serve, it will be ruled as attacking the serve and will result in a point
for the serving team.
10. All serves must be bumped (serves may be contacted
above the shoulders as long as you do not set it, you may put your hands
together to strike the ball forward), with the exception of the rec leagues when serves may be set.
11. Open one-handed setting is illegal. Underhanded setting
is also illegal. Jump setting and direct
setting is allowed.
12. Roofing/roof topping, which consists of a one or
two-handed block before the ball crosses over the plane of the net, is not
allowed on a first or second hit, unless that hit is an obvious attack.
13. A player may cross the plane of the net only to
retrieve a ball that was previously contacted by his/her team.
14. Directional tipping is allowed as long as the player
does not change the direction of the ball more than once.
15. Back row attacks
are allowed as long as the back row player leaves his/her feet from behind the
ten foot line, unless on a serve.
16. Once the ball has broken the plane of the net, any
player on that team may contact the ball.
17. In any league, once
the ball has come to a visible rest on any part of the persons
body, it will be considered a lift/carry.
18. In all leagues,
double hits will be called with the exception of blocks or driven attacks.
19. In all leagues,
sets below the chin will be considered lifts and are illegal.
20. In rec level leagues ruling will be less strict, but all
obvious lifts, carries, double hits and throws are illegal.
21. In men’s quads
there is no rule regarding overlap (rotating out of turn).
22. “LET SERVE” will be in play this season. If the ball contacts the net on a serve and
goes over the net to the receiving team, the ball must be played out. (Does not constitute a miss serve).
23. A team may bring a male player up from the back row for
blocking purposes when only one male player is in the front row for that team.
Section 5
Interruptions,
Delays, Forfeits, Replays
3.
Anytime a ball comes into the court,
play will be dead and replayed.
4.
Any questionable play will result in
a replay. We are playing on the honor
system.
5.
Children are allowed and welcomed at

1.
Only team captains may discuss a
call or illegal hit. All discussions
will be civil and regard only the ruling in question. Please refrain from using profanities.

that the customer help us keep our facilities in order by not littering in the
dome or outside deck area. Please clean
up after yourself to help keep volleyball fees at a minimum. We expect good sportsmanship at all times on

Section 7
League
Specific Rules
1. Quad A: There is no
open hand tipping
2. In the Monday Quad
Leagues, all players are considered front row players
3. Children are not allowed in the sand area at
anytime. Children must be seated at all times. Please understand that safety is our
concern. Several area leagues have a no

are followed.
